URGENT - How to ensure correct mutual position at the top of a group of long chemical anchors?

A 1460mm diameter baseplate to be anchored with #24 anchors Hilti HAS-U 8.8 M20 of length 1100mm, of which 400mm only are embedded, has its bottom 600mm above the concrete base.
We would like to install the anchors by means of a temporary anchor cage, to ensure their correct positions at their top, as to ensure the baseplate with #24 diameter 22mm holes can be received.

Questions:

• How to ensure correct position and inclination deviation of the drill holes, taking also into account a concrete upper reinforcement mesh of diameter 20mm bars with pitch 150mm?
• Such case with all 24 anchors needs to be installed with all anchors together. Is it possible to prepare #24 holes to receive the anchors all at the same time?
